With the recent news about the ridesharing regulations, there has not been a single article that shares from the vantage point of us partners and drivers when in fact we are the ones directly involved.
Here’s an Open Letter from Partners and Drivers about LTFRB Accreditation and Ridesharing Regulation. It’s about time Partners and Drivers speak about the issue. We hope something positive comes out of this.
To Whom It May Concern:
First, we want to THANK YOU
Thank you for legalizing ridesharing in the Philippines. Thank you for allowing partners and drivers like us to bring better and safer transportation services to the commuting public. Thank you for your forward thinking and embracing technological changes. Thank you for making our livelihood legitimate; we are ordinary people who’ve had the opportunity to make a better living for ourselves and our families through these ridesharing companies.
Secondly, we are very willing to COMPLY
We understand that there are memoranda passed and signed. We understand there are requirements and documents we need to submit. We appreciate the intention and we are more than willing to cooperate.
However, most of us don’t understand the implications of this regulation and these memoranda. We don’t know what will happen to us if individual Partner Operators and Drivers become “independent contractors” of the TNCs.
And even after we seek information and advice from the LTFRB Head Office, no one knows the guidelines to implement these memoranda. No one can explain to us and give us definitive answers about the requirements we need to submit and what these all means for us. Isn’t there supposedly an Implementing Rules and Regulations (IRR) to outline the process? Even the Transport Network Companies (TNCs) such as Uber and Grab have no idea how everyone should go about implementing and rolling out these memoranda, and how to implement this transition. Are we to accredit individually with LTFRB? Will the Transport Network Companies (i.e. Uber and Grab) facilitate the accreditation of all the partners for easier compliance? We are all at a loss. We hope you are not.
Thirdly, please HELP US and INFORM US..
Help us understand and guide us through this transition and we’ll help you implement this regulation the best and fastest way possible. It doesn’t help, and we don’t appreciate, hearing (negative) news on TV and social media about threats, deadlines and rules we don’t have any idea about. Instead make good use of media, publish news, issue statements and advisories to give us guidance re implementation and help us comply. We heard there was a publication on the newspaper about the deadline. Nobody has seen it, because seriously, how many people read the newspaper daily anymore? You could have published that online or made a proper public announcement on TV.
Let us know who should help us. Would it be LTFRB? Would it be the TNCs (Uber, Grab,etc.)? Because we are more than willing to cooperate and help. We just need guidance and information.
It is us who are braving the harsh streets of Metro Manila, we think we ought to know. We are already serving the public by providing safe and efficient transportation. Please spare us the bureaucracy. We do not need more red tape. Inform and guide us quickly, so we can comply faster. Maybe then, you will have more time in your hands to fix the ever pressing problems of other existing transport systems (i.e. taxis, buses, MRT, FX, jeepneys, etc).
Lastly, we want to thank the Riders for the unwavering support.
You know more than anyone else the value we provide to the commuting public. You experience it firsthand, day in and day out. We hope you’ll continue to support us and stand by our side through this transition. Rest assured we will continue to provide you convenience, excellent service and safe rides.

please define safety? does uber conduct drug test to its drivers? does uber conduct test drive and/or face to face interview to uber drivers prior to allowing them to serve the public? does uber conduct seminars n training programs to improve uber drivers driving skill? does uber conduct bsckground checks, secure brgy., police and court clearances from uber drivers to ensure that they have no criminal records or pending cases in court? does uber c
does uber conduct constant and continuing vehicle safety inspection to ensure that uber taxis are road worthy? does uber have a concrete maintenance program for uber vehicles? does uber have policies on hiring or employing auto mechanics to repair and maintain uber vehicles? except for your bare marketing claim, there is really no assurance that uber cabs are safer compared to regular cabs.. in fact, other than uber’s overriding commission, uber had no stakes in the cab joining them.. uber is not even liable for damages in case passengers suffer injury while using uber cab..
Yes you’re right, Grab and Uber may not have these programs but US PARTNERS AND DRIVERS make sure of these. We regularly maintain our vehicles. Our vehicles have car AND passenger insurance which US PARTNERS AND DRIVERS pay for. you can easily attest to this if you have tried to ride Grab and Uber and compare the state of cars with taxis, FX,buses and jeepneys. Try it and You’ll experience the difference, tell us if you somehow don’t feel safer.
Hi Vinz! You can also ask the same questions to the current transportation system that we have (just replace the word “uber” with taxi, bus, jeep, UV express, etc.). I’m sure you’ll be surprised with the result.
As with ride sharing, users are registered to the provider, at least. The tech provider has the user’s data. Most ride sharing apps also require credit cards (which pretty much says that your identity is backed up by a bank). Drivers are required to undergo background checks (done by a 3rd party) and they need to submit NBI clearances.
For the current public transport system, drivers only need a professional driver’s license (which, by the way, is also a requirement for uber and grab). No credit card, no 3rd party background checks, no user database… nothing!
I can go on and on with the advantages but you have to try it yourself, experience it first-hand and see the difference with your own eyes.
if I may add… Ride sharing uses new private cars and most of it are CASA maintained and insured.
How come UBER is requiring a driver holding a professional license to operate?… Because they strongly believe that these drivers already went through and passed every test they need to do inorder to get that damn PROFESSIONAL LICENSE. And screening for these guys are all shouldered by LTO not UBER. NOT unless LTO messed it up…. Cmon, there’s been a lot of issues from LTO, right?.. In the first place, UBER extended their efforts to perform their own background check even if the drivers are qualified already.

Uber raises the bar on riding safety, driver quality, vehicle quality, and risk-free cashless payment. I do hope LTFRB will transcend and accept that Uber benefits many of our commuters, and encourage, instead of stifle, its growth.

As far as we know, Uber is continuing accepting Partner registration.
Ang UBER/Grab ay malaking tulong sa atin transportation system na dapat susuportahan ng atin government. Proper guidelines and coordination from LTRB will help to improve and resolves any issues. Hindi dapat daanin ito sa pananakot at dahas na paraan, ang public commuters ang apektado dito.
We need to work together how to achieve our common goal to give better service to the public.

Hi everyone. I hope someone could answer my question. I’m a housewife and I plan to be an uber operator and hire a driver. I got a new car under my name, funded by my husband. I’ve read that in order to get a CPC you need an ITR. Since housewife lang ako, wala akong maiprepresent. Is it possible na husband ko ang magprovide ng ITR as a proof of financial capability pero I’ll be using my TIN sa DTI? Thank you in advance.
Kung kanino nakapangalan ang sasakyan, sa kanya dapat na ITR at lahat ng LTFRB requirements. If walang ITR, pwede naman COR from BIR.
